Configure database connectivity

After the instance is created:

1. Update the Cloud SQL Authorized Networks configuration to allow the PE primary node to connect.

2. Allow inbound access from the PE primary’s IP address.

3. Download the Cloud SQL server CA certificate and save it to a known path on the PE primary.
